TransformAr – Assessment method for solutions replication potential

TransformAr is a Horizon 2020 project funded by the European Union that brings together 22 partners to accelerate and upscale transformational adaptation to climate change across Europe. The project demonstrates innovative solutions addressing water-related climate risks through five categories: awareness raising and behavioural change, governance schemes, nature-based solutions, digital and technological innovations, and insurance and financial mechanisms. These solutions are tested in seven demonstrator regions with diverse geographical and socio-economic contexts: Guadeloupe (France), Egaleo (Greece), Galicia (Spain), Oristano (Italy), the West Country Region (United Kingdom), Lappeenranta (Finland) and Gjovik (Norway).

This report presents an innovative Replicability Assessment Tool, designed to evaluate the potential of climate adaptation solutions to be replicated in other regions and contexts. Developed as a practical Excel-based tool, it provides a structured, quantitative approach to assess technical, financial, institutional, and environmental conditions required for replication. The methodology integrates stakeholder knowledge and solution-specific weightings, ensuring realistic assessments and actionable insights. Its innovative angle is to guide regions and organisations in identifying the most viable solutions for replication and the priority conditions that need strengthening, thus supporting the scaling-up of climate adaptation across Europe.

Technopolis France, commissioned by the French Agency for Ecological Transition – ADEME, developed two complementary deliverables within the TransformAr project that capture both the lessons learnt from implementing innovative climate adaptation solutions across Europe, that and a practical tool to assess their potential for replication in new contexts.
