The European Commision asked Technopolis to identify optimal effectiveness of Science, Technology and Innovation Agreements with non-EU countries. We showed that many bilateral STI agreements signed by EU Member States are of limited use.

However, as both the EU and Member States seek to treat scientific cooperation with third countries as an issue of common concern, Technopolis has presented some clear alternatives for the current situation. Our team showed that what we refer to as a ‚Basic Principles Umbrella‘ would be the best way to improve bilateral STI cooperations with non-EU countries. This would result in a pragmatic approach towards third countries in terms of what is offered and in terms of coordination mechanisms on behalf of the EU and Member States.

The consortium consisted of consultants, IP lawyers and researchers from Technopolis, Boehmert & Boehmert, and the Technical University Vienna.
