Heat loss from domestic buildings has been identified as a major source of carbon emissions. Energy Performance Certificates (EPCs) present energy efficiency ratings for buildings. They will become an increasingly important tool in quantifying energy loss for individual properties in Scotland, as outlined in the proposed Heat in Buildings Bill.<\/p>\n\n\n\n
This study reviews the approaches taken in European Union (EU) member states on operational governance of EPCs, through a literature review, expert interviews and in-depth case studies of three countries of interest.<\/p>\n\n\n\n
The study has identified opportunities for Scotland to learn from examples of best practice in other countries.
