Thomas Marshall joined the UK Green Economy Team as an Analyst in June 2024. He has developed expertise in public policy evaluation, focusing on environmental and energy policy. Through his academic and professional experiences, he has honed a range of qualitative and quantitative research methods, including statistical analysis, surveys, literature research, and literature reviews.

Before joining Technopolis Group, Thomas worked with Brighton and Hove City Council’s Regeneration team, where he monitored and evaluated the impacts of planning policy across the city.

Thomas holds a BA in Geography from the University of Exeter and an MA in Environment, Development, and Policy from the University of Sussex. His university interests included carbon offsetting, the green economy, and the political economy of the environment. His MA dissertation was titled, «With no universal measure of sustainable development outcomes for CDM projects, can co-benefit self-reports provide a viable approach to quantifying sustainable development outcomes.»
