Morten Rasmussen is a Principal Consultant in Technopolis Group and is responsible for the Group’s Digital Business Unit. Morten has over 10 years of experience in digital, innovation and industry policy studies at EU, national and regional levels. His responsibilities include, among others, the support for digital and technology-driven innovation in businesses, industries and cities, the analysis of EU and national policies, initiatives and R&I programmes in the digital technology field, as well as the completion of evaluations and impact assessments.

Morten has been involved in an array of EU policy and analytical monitoring platforms and studies such as the “Digital Transformation Monitor”, “Advanced Technologies for Industry”, “SME Performance Review” studies, and “Awareness campaign for the modernisation of EU industry – WATIFY”. In the “Monitoring Digital Transformation and Key Enabling Technologies” project, Morten was involved in the development of Sectoral Watch reports on the uptake of advanced technologies, while also supporting the IPCEIs with analysis of value chains and market and technology trends. As part of the «Digital Transformation Monitor» and “WATIFY” projects, Morten led the production of several case studies, notably national industry 4.0 initiatives and best practices on technological transformation. As part of the “FP evaluation Digital & industrial transition” project, his work focusses on the analysis of funding initiatives in the ICT area. Previously, he worked as deputy project manager under the study «Impact assessment Study for Institutionalised European Partnerships”, where he addressed the candidate partnership for “Key Digital Technologies” under Horizon Europe.

Morten’s work in the last few years has revolved around smart cities, as well as technological and green transformation at city and regional levels. Currently, he serves as advisory service coordinator for the “Intelligent Cities Challenge”, coordinating a large network of experts, who provide strategy, technological, financial and thematic support for cities. Furthermore, as part of the “ELISE 2020 – Regional and local data-driven innovation” project, he led the validation activities and policy recommendation activities for data ecosystems and sandboxing experiments. He is also part of the ‘Local Digital Twins’ project aiming to help EU communities develop digitalisation strategies and roadmaps as well as procure enabling digital infrastructure.

He was previously employed at EIT Digital, where he was in charge of tasks such as the support and monitoring of digital innovation projects is action lines as digital industry and digital cities, working in close relation to new frontiers of technology, including AI, big data and IoT/IIoT. He has also worked as an innovation consultant at CARSA and as a researcher at the High-Level Group on Innovation Policy Management, analysing EU and national innovation policies. In an earlier stage of carrier, he carried out traineeships both with the European Commission (DG Competition) and the Permanent Representation of Denmark to the European Union. Morten holds a master’s degree in European Political Economy (London School of Economics) and is currently pursuing a Master in Artificial Intelligence for Public Services (Universidad Politécnica de Madrid & Politecnico di Milano).
