Fraser Macleod, Partner, manages Technopolis\u2019 UK Green Economy team and has over 20 years\u2019 experience in designing, managing or delivering policy research and evaluations. With\u202fa focus on energy and environment policy, he has managed and quality assured evaluations for a range of national Government Departments and delivery agencies. He has successfully delivered projects using a range of quantitative and qualitative methods, including development of evaluation frameworks for process and impact evaluations and evaluations using both experimental and theory-based evaluation methods.\u202f\u202fFraser brings particular expertise in theory-based methods including Contribution Analysis, Process Tracing and Qualitative Comparative Analysis (QCA). <\/p>\n\n\n\n
Fraser has directed and quality assured a number of important projects to inform net-zero and environmental policy for Defra and the Department for Energy Security and Net Zero (DESNZ). Fraser managed a \u00a31million framework contract to provide research and evaluation support for DESNZ Net Zero Innovation Portfolio (NZIP TTPS). He has managed successful\u202fdelivery of several DESNZ R&D programmes supporting the development of emerging low carbon technologies. Beyond clean technology innovation programmes, Fraser has managed a range of wider policy evaluations covering investment in renewables, energy efficiency in buildings, industrial decarbonisation, hydrogen deployment and circular economy related policies. <\/p>\n\n\n\n
Until November 2017, Fraser worked as a Principal Research Officer at the UK Government Department, BEIS. Assignments there included\u202fanalytical work on the Impact Assessment of the Boiler Plus regulations; to assess the role of smart heating controls and other energy using products in meeting EPC improvements. Plus, managing a Randomised\u202fControl Trial (RCT) to test the impact of providing home heating advice to social housing tenants.\u202fPrior to that, he worked at Defra, where he led an ex-ante evaluation to inform design of the 2014-2020 EU Rural Development Programme for England (RDPE).\u202f\u202f <\/p>\n\n\n\n
He holds a MSc in Social Research methods from the University of Edinburgh and a BA (hons) in Social Science.
