Morten Rasmussen is a Partner at Technopolis Group and is responsible for the Group\u2019s Digital Economy & Technologies Business Unit. He has over 12 years of experience in digital policy studies at both EU and national levels. Morten brings experience from EIT Digital, the European Commission, CARSA and the High-Level Group on Innovation Policy Management, providing him with a strong grounding in policy, technology and research developments across Europe. He has been involved in the management and delivery of numerous projects for the European Commission. His responsibilities include, among others, supporting digital and technology-driven innovation in businesses and public services, analysing EU and national policies, initiatives and R&I programmes in the digital technology domain, delivering technical assistance to support the implementation of digital regulations, and conducting evaluations and impact assessments.<\/p>\n\n\n\n
Morten has contributed to a wide range of EU policy and digital technology studies, including the \u201cDigital Transformation Monitor\u201d, \u201cStudy to support the review of the Digital Decade Policy Programme\u201d, \u201cEU critical digital capacities deployment beyond 2027\u201d, \u201cKey considerations for strategic digital technologies for FP10\u201d, \u201cAdvanced Technologies for Industry\u201d and the \u201cLORDIMAS digital maturity assessment tool for regions and cities\u201d, among others. Morten is currently Project Manager for the project providing \u201cTechnical Assistance for AI Safety\u201d, focusing on sociotechnical risk modelling and evaluation for the European AI Office. He previously supported the AI Office in the implementation of the AI Act, particularly the provisions related to general-purpose AI models. Further to this, he served as Project Manager for the DG CNECT studies \u201cCloud & AI\u201d and \u201cEdge Computing Observatory\u201d, which monitored the uptake of cloud and edge computing for AI workloads. He was also the study lead for the Cloud-Edge-IoT technology area in two DG CNECT impact assessment-related studies for the future DEP and FP10 programmes. In addition, he acted as Deputy Project Manager for the \u201cImpact Assessment Study for Institutionalised European Partnerships\u201d, addressing the candidate partnership on \u201cKey Digital Technologies\u201d under Horizon Europe. <\/p>\n\n\n\n
He also works on studies analysing and supporting the digital transformation of European cities. He served as Project Manager for the \u201cIntelligent Cities Challenge\u201d (Phases I and II) and was part of the core team delivering the studies \u201cLocal Digital Twins Toolbox Procurement \u2013 Advancing Initial Stages for the Transformation of Smart Communities\u201d and \u201cLocal Digital Twins for Smart Communities\u201d. In the past he also contributed to the JRC ELISE project on sandboxes for regional data ecosystems.<\/p>\n\n\n\n
Prior to joining Technopolis Group, Morten worked at EIT Digital on digital R&D-driven innovation projects across action lines such as digital industry, digital infrastructure and digital cities, engaging closely with emerging technologies including AI, computing and IoT\/IIoT. At an earlier stage of his career, he completed traineeships at the European Commission (DG Competition) and at the Permanent Representation of Denmark to the European Union. He also worked as a researcher for the High-Level Group on Innovation Policy Management, contributing to recommendations on innovation policy for the European Council and EU Member States. Morten holds a Master\u2019s degree in European Political Economy (London School of Economics) and a Master\u2019s degree in Artificial Intelligence for Public Services (Universidad Polit\u00e9cnica de Madrid and Politecnico di Milano).
