In the context of regional climate governance, these dynamics and their barriers for effective governance are still little understood. At Technopolis, we studied these barriers in the context of the Dutch Regional Energy Strategy (RES) programme and their implications for policymakers that increasingly have to work in complex polycentric governance environments. <\/em><\/p>\n\n\n\n<h4 class=\"wp-block-heading\">The need for more proactive polycentric climate governance <\/h4>\n\n\n\n<p>To support the radical societal transitions that are <a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/www.ipcc.ch\/sr15\/\" target=\"_blank\">required to reduce greenhouse gas emissions<\/a>, a more proactive climate governance is needed. In recent years, the top-down approaches in which rules, decisions and norms are passed down the chain of command have been complemented with more polycentric arrangements whereby interactions transcend traditional governance levels, actions are decentralized and authority is increasingly dispersed. These approaches acknowledge that climate governance is a multi-scale and multi-level problem, while the role of the central government is gradually shifting <a rel=\"noreferrer noopener\" aria-label=\" (opens in a new tab)\" href=\"https:\/\/www.researchgate.net\/publication\/282419512_Bringing_Governments_Back_in_Governance_and_Governing_in_Comparative_Policy_Analysis\" target=\"_blank\">from \u2018rowing\u2019 towards \u2018steering and facilitating\u2019<\/a>.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\">The Dutch\nRenewable Energy Strategy<\/h4>\n\n\n\n<p>In 2019 the Dutch government initiated\nthe Regional Energy Strategy (RES) programme to govern the energy transition in\na more decentralised, network-based way. The Netherlands are divided into 30\nenergy regions that collectively have to produce 35 TWh of renewable electricity from wind turbines and\nphotovoltaics by 2030. In the RES, multiple governance\nlevels (a.o. municipality, province, and energy distributors) collectively set\nout the regional choices for renewable energy implementation. <\/p>\n\n\n\n<h4 class=\"wp-block-heading\">Barriers for effective regional energy\ngovernance<\/h4>\n\n\n\n<p>Our findings point at an inherent tension between the old, hierarchical and the new, networked governance.<a href=\"#_ftn1\">[1]<\/a> <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li><strong>Conflicting interests\nbetween policymakers<\/strong>: The mandate for decision\nmaking does not lie with the energy region but with each of the participating\nmunicipalities. Consequently, reaching consensus within the energy region has\nproved to be difficult as municipalities have different priorities. Here,\nmunicipal representatives are generally bound by their municipal priorities and\ntheir coalition agreement which often does not align with the regional\ninterests. <\/li><li><strong>Knowledge asymmetries\nbetween policymakers<\/strong>: Generally, a significant\namount of time is needed to keep up the knowledge level of municipal council\nmembers as their knowledge about the energy transition is often limited. Lack\nof time and expertise can result in information asymmetry between members of\nthe democratic governance bodies on the one hand and policymakers that\nparticipate in the regional steering group of the RES on the other hand. <\/li><li><strong>Weak mechanisms of\naccountability<\/strong>: The representatives that\nparticipate in the RES are primarily accountable to their councils, while\naccountability among peers in the RES arena is relatively weak. Consequently,\nan effective mechanism of decision making is lacking and decisions on the\n\u2018hard\u2019 choices are being postponed. <\/li><li><strong>Ambiguous role of the\nprovince<\/strong>: In one of the energy regions we studied,\nthe province found itself juggling between two roles; on the one hand taking a\nflexible and facilitating role, while on the other hand maintaining restrictive\nand controlling spatial policy. This stance reduced the flexibility of the\nregion and hampered regional collaboration. <\/li><\/ul>\n\n\n\n<h4 class=\"wp-block-heading\">What\ndynamics? Implications for policymakers<\/h4>\n\n\n\n<p>We identified a number of avenues to\naddress these barriers to the mission of the RES. <strong>First<\/strong>, policymakers in\nthe RES should be incentivised to strengthen cooperation within the RES. This\nrequires a shift from prioritising local and provincial preferences towards prioritising\nregional preferences. To make policymakers aware of the necessity for regional\ncollaboration, an important role is given to the regional process coordinator\nand the chair of the regional steering group to stimulate this change of\nmentality. <strong>Second<\/strong>, it is essential to continuously engage the municipal\nand provincial councils in the RES process. By actively involving members of\nthese councils, commitment is created and information asymmetries between\ncouncil members and regional policymakers are resolved. Consequently, this\nreduces the risk that regional decisions will not be locally implemented in a\nlater stage. <strong>Third<\/strong>, it is important to create stronger mechanisms of\naccountability between peers in the RES network, in particular in the later\nstages of the RES. This can be achieved through defining clear rules and norms\nof decision making. <strong>Finally<\/strong>, the\ncentral government should provide region-specific guidance in finding the\nbalance between setting clear scopes and targets but also allowing for\nflexibility to tackle region-specific issues, and providing more clarity on the\nrole of different players in energy governance.<\/p>\n\n\n\n<p>The\nfindings point at a number of trade-offs in the design of the RES. These trade-offs\ninvolve choices concerning democratic legitimacy versus effective energy\ngovernance, local preferences versus regional preferences, and strong\naccountability mechanisms versus fluid and flexible arrangements. These trade-offs\nsuggest there is no \u2018best choice\u2019 for organising governance arrangements for\neffective transformative energy governance. However, being aware of these trade-offs\ncontributes to making informed policy choices concerning arrangements such as\nthe RES. <br><\/p>\n\n\n\n<hr class=\"wp-block-separator\"\/>\n\n\n\n<p><a href=\"#_ftnref1\">[1]<\/a> It is important to note that the extent to which these barriers are\npresent, varies for each of the 30 energy regions.
