As evaluations of the funding allocated during the crisis get underway, knowledge-sharing will be key to drawing the right lessons for the future.<\/strong><\/em><\/p>\n\n\n\n<p>The process of setting up a research\nfunding initiative may take up to several years from aim-definition and programme-design\nto the start of the research. The backbone of much of this process is based on\nwell-tested and well-trusted processes of remote peer review and panel review,\nthe latter of which typically involves extended in-person meetings of\ninternational expert groups. <\/p>\n\n\n\n<p>The COVID-19 pandemic presented substantial\nchallenges for these processes. Knowing how to deal with the novel disease\nbecame paramount for decision-makers. Time was of the essence, so funding\nprocesses had to be conducted much faster than usual while avoiding\nreplications of projects already commissioned in other countries. Additionally,\nthe different measures to mitigate the spread of the virus made it impossible\nto organise panel reviews as in-person events. Despite these constraints in\nboth time and space, the review process still needed to safeguard scientific\nquality.<\/p>\n\n\n\n<p>These challenges were largely unprecedented\nfor public research funders. Only a handful of actors could build on some\nexperience, for instance from the 2014 Ebola outbreak in Western Africa when\nfunds were quickly made available to deploy scientists and develop the needed vaccines.\nAll the more, it has been remarkable to see how quickly public funders reacted\nto the new circumstances.<\/p>\n\n\n\n<p>Just one example of how decision-makers\nadapted and substantially accelerated their processes are the Swiss National Science\nFoundation\u2019s National Research Programmes (NRPs), a funding instrument recently\nreviewed by Technopolis. Since the 1970s, NRPs have been launched about once a\nyear on a variety of topics of importance to Swiss society, ranging from\nnanotechnology to gender equality. The entire process from deciding on a topic\nto the start of research can last up to 2-3 years. However, in early 2020, the\ndecision was taken to launch an NRP on COVID-19, and research began within just\na few months. There are many other examples of this type, both from public\nfunders and private foundations.<\/p>\n\n\n\n<p>It is too early to say whether these\nrapid-response processes will remain as one-off events, or if the pandemic may\nin some ways change research funding processes in the long run. To give just\none small example: post-pandemic, research funders may opt more often to\nconduct review panels remotely rather than in-person, now that this has been\nextensively \u2018tested\u2019. Cost-savings would be an obvious benefit, as would the\nability to include a broader diversity of panellists, for example academics\nwith personal caring responsibilities that may compromise their ability to\ntravel.<\/p>\n\n\n\n<p>More broadly, the pandemic has highlighted\nthe growing role of research funders. Curiosity-driven \u2018basic\u2019 research remains\nas important as ever, as do innovation and business support. More recently, research\nfunders have also focused increasing attention on thematic research to help\ntackle societal and ecological challenges. Now, it is clear that research\nfunding systems should also be equipped to respond to emergencies that require\na science-driven response \u2013 and such emergencies may of course happen again. <\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Looking to the future: a crisis toolkit\nfor public research funders?<\/strong><\/h4>\n\n\n\n<p>Transparency combined with a strong sense\nof solidarity and a willingness to share successes and failures could go a long\nway when it comes to drawing lessons from this pandemic for future crises. To\nbe able to see what worked and what didn\u2019t, governments, their agencies and\nother organisations should avoid any sense of \u2018competition\u2019 in the sense of who\nhad the \u2018best\u2019 response, and instead carry out and share their evaluations in\nthe spirit of co-learning. <\/p>\n\n\n\n<p>Such knowledge exchange could even help build\noff-the-shelf emergency toolkits for public research funders. These might\ninclude pre-designed and proven processes which could rapidly be deployed\nwhenever needed. This could profoundly improve the coordination between actors\nand increase the preparedness of ministries, governments and public agencies\nalike.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The COVID-19 pandemic has confronted research funders with unprecedented challenges.
