The report includes an overview of cross-cutting evaluation issues, the challenges associated with achieving attribution and with measuring net impact, ways to define and select treatment areas and comparison areas. Options are presented to capture the following types of impact: expansion of the local economy, better cities and neighborhoods, decongestion and improved connectivity, social inclusion, the cycling economy, health impacts, air quality, and absenteeism.
