The evaluation had both summative and formative traits and the evaluation team focused on the performance and impacts of Nordplus and its sub-programmes, with a view on the expected delivery of activities and outcomes for the remainder of the programme. The evaluation served as a basis for future development opportunities in terms of both content and administration. Methods used included statistical analysis, document review, interviews, focus groups, and non-participatory observation at programme committee meetings.
