Jan Stede is Principal Consultant in the Berlin office of the Technopolis Group and leads the Green Economy & Climate Policy field at Technopolis Germany. He has more than ten years of experience as an applied empirical economist in research and policy consulting on European and national energy and climate policies. In addition to his strong analytical skills, Jan works with statistical and econometric methods, conducts expert interviews, and designs and analyses surveys.<\/p>\n\n\n\n
Jan has extensive experience in managing and delivering research and consulting projects for clients in the public sector at national and European level. His current work includes a multi-year research project on the development of policy proposals for the ramp-up of negative emissions in Germany for the Federal Environment Agency (UBA), a study on the net climate benefits of digital technologies for the German Energy Agency (dena), and the evaluation of the electricity saving check for Zukunft \u2013 Umwelt \u2013 Gesellschaft (ZUG).<\/p>\n\n\n\n
Jan’s previous projects span various fields of energy and climate policy. In the field of carbon pricing, for example, he led an exploratory study for DG CLIMA on the future of the EU Emissions Trading System (EU ETS) and worked on several studies on the introduction and further development of a carbon border adjustment mechanism (CBAM) for DG TAXUD. In the field of mobility, he evaluated the multi-billion subsidy programme for the market ramp-up of electric mobility in Germany (Umweltbonus) for the Federal Ministry for Economic Affairs and Climate Protection (BMWK), developed novel policy ideas for a shift to low-carbon mobility for DG CLIMA, and led studies on the market ramp-up of sustainable aviation fuels (SAF). From 2021 to 2025, Jan was a scientific advisor to the Expert Council on Climate Issues (ERK) at Technopolis.<\/p>\n\n\n\n
Before joining Technopolis, Jan worked as Senior Research Associate in the Climate Policy department of the applied economics research institute DIW Berlin. He holds a PhD in Economics from the DIW Graduate Center and TU Berlin and has published academic articles in leading international peer-reviewed journals (e.g. Ecological Economics, Energy Policy, Journal of Sustainable Finance & Investment), as well as EU and national reports and policy briefings. <\/p>\n\n\n\n
Jan studied Industrial and Network Economics at the TU Berlin and the University of Naples Federico II, and Economics at the University of Cologne. His areas of expertise include energy and climate policy, carbon pricing and emissions trading systems, sustainable mobility, energy efficiency in industry and buildings, and the social impact of the energy transition (just transition).
