This allows research organisations to pursue long-term strategies while incentivising the pursuit of quality and balancing societal needs with basic research. <\/p><\/blockquote><\/figure>\n\n\n\n<p>Like many countries, the Czech Republic had adopted a performance-based system for allocating institutional research funding, in an effort to improve performance. Unlike others, the Czech system covered all state-funded research organisations, not just universities. Its mechanical way of working earned it the nickname \u2018the coffee grinder\u2019, and it suffered from gaming, erratic outcomes and a one-size-fits-all approach to funding &#8211; inadequate for the diverse range of universities and institutes it affected. Like most performance-based systems, it also failed to provide useful information for researchers or policy-makers about how to improve. Following criticism in the 2012 International Audit of the Research, Development and Innovation (RD&amp;I) system in the Czech Republic, it has been put on hold.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>A new approach to research assessment<\/strong><\/h3>\n\n\n\n<p>A new system, the National Evaluation of Research Organisations (NERO), should start operating soon. It has been designed from scratch to address the former system\u2019s weaknesses and to integrate learning into the assessment process &#8211; a new departure from much international practice.<\/p>\n\n\n\n<div class=\"wp-block-image is-style-default\"><figure class=\"aligncenter size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"725\" src=\"https:\/\/technopolis-group.com\/wp-content\/uploads\/2020\/02\/Cezch-3-1024x725.png\" alt=\"\" class=\"wp-image-10760\" srcset=\"https:\/\/technopolis-group.com\/wp-content\/uploads\/2020\/02\/Cezch-3-1024x725.png 1024w, https:\/\/technopolis-group.com\/wp-content\/uploads\/2020\/02\/Cezch-3-300x212.png 300w, https:\/\/technopolis-group.com\/wp-content\/uploads\/2020\/02\/Cezch-3-768x544.png 768w, https:\/\/technopolis-group.com\/wp-content\/uploads\/2020\/02\/Cezch-3-1536x1088.png 1536w, https:\/\/technopolis-group.com\/wp-content\/uploads\/2020\/02\/Cezch-3-2048x1451.png 2048w, https:\/\/technopolis-group.com\/wp-content\/uploads\/2020\/02\/Cezch-3.png 1529w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure><\/div>\n\n\n\n<p>The Czech\nMinistry of Education commissioned Technopolis Group to design the new system.\nOur support started by defining the key design principles, including the need for\nfairness and transparency, and the importance of taking the diversity of actors\ninto account &#8211; from their scientific fields to the specific missions of\ndifferent categories of research organisation. <\/p>\n\n\n\n<p>NERO clearly separates assessment, i.e. judging how \u2018good\u2019 research performance is, from the funding process. The unit of analysis is a \u2018research unit\u2019, meaning a group of researchers working in one research-performing organisation on a specific field \u2014 this may be a group, department, faculty or other entity. The amount of institutional funding an organisation receives depends on the aggregate performance of its research units.<\/p>\n\n\n\n<p>In addition, NERO is based on international peer-review, to obtain an independent but nuanced analysis of performance and provide feedback on how to improve it. The peer reviews are by field-specific panels to ensure they are qualified to make their judgements. <\/p>\n\n\n\n<p>Research units write self-assessments and provide a sample of their best outputs. The peer reviewers use these, along with bibliometric indicators, to assess each research unit\u2019s performance using five criteria. The assessment involves not only scoring but also explaining judgements and offering suggestions for doing better. The unit assessments can be combined by field to provide an overview of its health in the Czech Republic, or by organisation to show the performance of whole faculties or research organisations. <\/p>\n\n\n\n<p><strong><em>Funding\nfor continuity <\/em><\/strong>In\nthe new funding model, the scores given by the peers for each of the five\ncriteria has an effect on the research unit\u2019s performance-based funding, but\nthere are separate \u2018pools\u2019 of money for universities, research institutes, technology\norganisations and other categories, such as research-performing museums.\nOverall institutional funding, conceptualised in the context of a long-term working\nrelationship between a ministry and a research organisation, has three\ncomponents: <\/p>\n\n\n\n<ul class=\"wp-block-list\"><li>A\nperformance-based component; <\/li><li>A\nblock grant, which is proportional to the block grant plus the\nperformance-based funding that the unit received after the previous assessment;\n<\/li><li>Funds\nbased on a performance agreement with the \u2018owner\u2019 of the unit. This enables the\nowner to help the unit invest in new directions or to set up new units in organisations\nthat do not yet have the history needed to obtain performance-based or block\nfunding. <\/li><\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Qualitative assessments for improved performance <\/strong><\/h3>\n\n\n\n<p>NERO avoids setting different scientific fields and research organisation\ntypes in competition with each other, recognising the missions of different\nresearch organisation types in society. <\/p>\n\n\n\n<p>A key value of NERO lies in its formative function, i.e. in the\ndevelopment of strategic information. In contrast to the previous system, it is\nnot an arithmetic exercise and the methodology stresses the importance of\nqualitative information to inform both the evaluation panels and the actors in\nthe RD&amp;I system responsible for the definition of policies and strategies. <\/p>\n\n\n\n<p>Implementing NERO can be accommodated within existing\norganisations and structures. Deciding the relative weights to assign to the\ndifferent assessment criteria, and the allocation of performance-based funding\namong organisation types, are the first challenges.
