Meriem Maachi Haddou is an Independent Associate Consultant who regularly working with Technopolis France. She brings over a decade of technical, financial and policy consulting expertise across energy transition, climate change mitigation and adaptation, green and blue finance, circular economy and net-zero strategies. She has contributed to evaluations, impact assessments, investment roadmaps and policy studies for European institutions, multilateral development banks and UN agencies, across Europe, Africa and Central Asia.

Currently, Meriem leads the ex-post evaluation for AFD of Morocco’s electrical network reinforcement projects and contributes to the evaluation of AFD support in modelling energy transition trajectories. She is also a senior expert for DG ENER on the technical support for the impact assessment of the EU renewable energy framework post-2030, and supports UNIDO in the development of a regional investment roadmap for small hydropower across the Economic Community of Central African States.

Recently, Meriem contributed to policy analysis on novel policies for low-carbon intermodal mobility for DG CLIMA, and served as evaluator and technical assistance provider for CINEA under the EU Mission “Restore our Ocean and Waters by 2030.”

Prior working with Technopolis France, Meriem worked at EXERGIA S.A. in Greece, where she headed the Climate Change Adaptation and Resilience unit. She developed expertise in climate and blue finance through investment opportunity assessments across African and emerging markets for the IFC, supported the Black Sea Trade and Development Bank in implementing its climate strategy, and contributed to work for the EBRD, DG CLIMA and the EEA.

Earlier in her career, Meriem worked as a project manager at the Institute for Material Flow Management (IfaS) in Germany, conducting feasibility studies in renewable energy, circular economy and resource efficiency, before heading the calls for proposals department at IRESEN in Morocco.

Meriem holds an M.Eng. in Electrical Engineering from ESIGELEC (France) and an MSc in Economics and Policy of Energy and the Environment from University College London.

A native French and Arabic speaker, Meriem is proficient in English (C2) and has working knowledge of Spanish (B2) and Greek (B1).
