Eleonora Zoboli is a Principal Consultant at Technopolis Group Belgium. She brings several years of experience advising the European Commission, national governments and international institutions on industrial and digital policy and on the economics of technological change. She has served as project manager and task leader on numerous policy studies and impact assessments, focusing on the uptake of emerging technologies and on the design of monitoring frameworks, cost-benefit analyses and ICT impact assessments.
Eleonora has contributed to a broad portfolio of assignments across the Commission’s services. In the field of AI, she has been at the core of flagship studies for DG CNECT — including the impact-assessment support study for the Cloud and AI Act, the Adopt AI support study, and the analysis of strategic digital technologies under the 10th Framework Programme for R&I — as well as the study on AI in contracting for DG JUST. Her work also spans cybersecurity (the preparatory study for the Cyber Resilience Act), product safety and liability (the impact assessment on the revision of the Product Liability Directive, DG GROW), intellectual property (the IP domain-name alert system study, DG GROW), and she co-authored the Better Regulation Guidelines (supporting guidelines for ICT impact assessment under the Better Regulation Toolbox, DG DIGIT).
Her methodological expertise spans both qualitative and quantitative research, from case-study development and large-scale survey design to the construction of indicators and monitoring frameworks and the assessment of economic and social impacts at micro and macro level. Eleonora holds a Master’s degree from the College of Europe (Bruges) and from the University of Bologna in economic studies and international relations and economics. She is fluent in Italian, English, Spanish, and French.
