David is a data scientist and economist with over 12 years of experience working in domestic and international public sector organisations on a variety of economic policy areas. He has extensive experience in developing innovative, data-driven approaches to policy analysis in topics including science and innovation, trade and industrial policy, development economics, macroeconomics and public finance.

Prior to joining Technopolis, David worked in the UK civil service for 7 years on science policy, macroeconomic statistics, and eventually leading a team of data scientists developing real-time indicators of economic activity during the Covid-19 pandemic. He also worked as a consultant for the OECD on trade in value added and on innovation, developing new ways of measuring digital innovation using open source activity. He has also worked as a consultant for UNESCO on ethics of AI, helping to develop their Readiness Assessment Methodology and Ethical Impact Assessment. He has also worked as a research associate for the Overseas Development Institute on public finance topics. His first job was as an ODI fellow in the Mozambican Ministry of Planning and Development, where he worked on their Medium-Term Expenditure Framework.

David holds a Masters degree in Economics from the London School of Economics, and a Masters in Data Science from the Barcelona School of Economics. He is a confident user of R, Python, SQL and a variety of related coding tools and languages. David is a native French and English speaker, is fluent in Spanish and Portuguese, speaks Russian, and some basic Armenian.
