Paul Delivet is a Consultant at Technopolis Africa, the African regional subsidiary of Technopolis Group, based in Abidjan, Côte d’Ivoire. He has a proven track record in international development and cooperation, particularly across the African continent, where he has successfully delivered complex assignments. Paul has worked on a wide range of missions, including capacity-building programs, public governance projects, and strategic advisory services for both private and public decision-makers. Paul’s thematic expertise spans private sector development (entrepreneurship, financing, investment, and access to international markets), technological and digital innovation (financial inclusion and fintech), as well as telecommunications. He is also committed to addressing cross-cutting issues such as international development, financial inclusion, private sector support, and education. Paul has applied a variety of research and evaluation methods, including case studies, sectoral and geographical benchmarks, participatory approaches (workshops, interviews, and surveys), organizational diagnostics, and strategic roadmap development.

Prior to joining Technopolis Africa, Paul worked for two years in Madagascar as a Senior Consultant at BearingPoint. During this period, he led the design of a program to promote women’s entrepreneurship and exports for the French Development Agency (AFD) and the Economic Development Board of Madagascar (EDBM). This mission involved close collaboration with local institutions and women’s entrepreneurship ecosystem. It also aimed at supporting the EDBM’s institutional capacity on gender-related issues, and developing program monitoring methods.

Beyond this, Paul has led various assignments, including projects in Guinea for the Ministry of Education, in Madagascar for the Telecommunications Regulatory Authority (ARTEC), and in Côte d’Ivoire for the Ministry of Culture. These experiences have enabled him to collaborate with a range of international donors, such as GIZ, the World Bank, and the European Union. In addition to his mission-based work, Paul has also addressed climate change issues by initiating a partnership with a technology solutions provider to develop tools for adapting Malagasy cocoa plantations to new European regulations on deforestation. He has co-authored publications on topics such as financial inclusion, digital innovation, and investment attraction.

Before joining BearingPoint, Paul worked at Investisseurs et Partenaires (I&P), an impact investment fund dedicated to African SMEs, and at a consulting firm specialising in social dialogue in France. These experiences allowed him to strengthen his expertise in private sector support and structuring.

Paul holds a Master’s degree in Applied Geo-economics from Sciences Po Bordeaux, with a specialisation in International Affairs. He is a native French speaker and is fluent in English.
