Sandboxing. How to use it to strengthen your local data ecosystem

Together with PwC EU Services EEIG, Intellera, Open & Agile Smart Cities (OASC) and Open Evidence, Technopolis Group was commissioned by the Joint Research Centre of the European Commission to carry out a study on Regional and local data-driven innovation through collective intelligence and sandboxing. The aim was to explore the interplay between digital technology and other factors transforming government operations in terms of service delivery, governance processes and policy-making mechanisms.
Sandboxing experiments were conducted with Poznan (PL), Milan (IT), Barcelona (ES) and Helsinki (FI). In addition, seven local data ecosystems were analysed – Barcelona (ES), Bordeaux Metropole (FR), Helsinki (FI), Milan (IT), Santander (ES), Poznan (PL) and Rome (IT) – assessing their data governance models, including for instance, the high-level architectures, the data flows, the services provided, the stakeholders involved and the level of maturity.
The study’s playbook was recently published. It serves as a practical guide to adopt innovative solutions for data sharing at the local level by leveraging on the sandboxing approach. The report offers a practical orientation for a wide range of public administrators who are eager to develop, or improve, data ecosystems in their local contexts.
