The vast majority of National Development Plans in Africa advocate for a structural transformation of the economy. This is to be achieved by accelerating industrialisation and through private sector development in a stable and sustainable macroeconomic environment. In this way, the implementation of these plans focuses on adopting institutional and macroeconomic reforms aiming to encourage private sector development in terms of national and international competitivity and attracting the necessary investments for sustainable economic growth.<\/p><\/blockquote><\/figure>\n\n\n\n

In C\u00f4te d\u2019Ivoire (Ivory Coast), the Government has embarked on an effort\nto enhance the business environment in cooperation with the private sector, especially\nwith the Conf\u00e9d\u00e9ration\nG\u00e9n\u00e9rale des entreprises de C\u00f4te d\u2019Ivoire<\/strong> (CGECI), the largest private-sector employers\u2019 association in the\ncountry. Since 2012,\nfurther efforts have been made to improve the economic environment, including\nthe enforcement of new investment codes whose objective is to increase\ninvestments in the economy\u2019s key sectors. Elsewhere, sectoral codes for mining\nand electricity were introduced in 2014. The operationalisation of a\none-stop-shop for investments, reducing processing times and the simplification\nof procedures for setting up a new business and to pay taxes are among the\nother reforms enacted to make the country more attractive to private\ninvestment.<\/p>\n\n\n\n

In the same spirit, the CGECI contributed significantly to the creation\nof a Commercial Court aimed at promoting public-private dialogue. The CGECI is\ngreatly implicated in the efforts to improve this dialogue and is present on\nmost questions linked to taxation, customs, finance, shipping, the environment,\nemployment, etc. The challenge is to achieve a substantial and lasting\nimprovement in the business environment. To this end, a coherent intervention\nof the private sector is needed to maintain stable, inclusive and sustainable\ngrowth and job creation. <\/p>\n\n\n\n

But improving public governance is proving to be a constant struggle.\nThis is why, for Ivorian employers, a series of second-generation reforms must\nbe promptly undertaken in order to capitalise on the existing achievements.\nThese reforms must be based on at least four pillars:<\/p>\n\n\n\n
