Higher  education faces numerous challenges. Globally, there are issues of  mobility, massification, financing, technology, competition and politics  which create a more unpredictable operating environment. Being  entrepreneurial or innovative as an organisation is a response to these  challenges and as a consequence we are seeing the emergence of new  models and approaches to higher education management and delivery.  <\/p><\/blockquote><\/figure>\n\n\n\n<p>HEInnovate\nhas been designed to help higher education institutions on their pathway to\nchange. It is a free online self-assessment tool and guides institutions\nthrough a range of approaches to foster their entrepreneurial activities.\nExtensive training and support materials, including practical case studies, are\navailable to use. <\/p>\n\n\n\n<p>Technopolis\nGroup holds a contract with the European Commission for the design,\ndevelopment, support and maintenance of HEInnovate (2011-present) and delivers workshops\nand presentations on its use and implementation. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><em>Evolving from a tool for discussion and debate to action-oriented\noutcomes<\/em><\/strong> <\/h3>\n\n\n\n<p>When\nHEInnovate (HEInnovate.eu) was launched by the European Commission and the OECD\nin 2013, its role was primarily seen as a way to start opening up discussion and\ndebate on the entrepreneurial and innovative nature of HEIs in Europe. <\/p>\n\n\n\n<p>The take-up and use of HEInnovate show its wide appeal and its flexibility. It is being used by Higher Education Institutions across the globe and has been instrumental in some of the changes in models and development. Better understanding, supported by this self-assessment tool, has turned out to stimulate not only debate but also concrete activities. <\/p>\n\n\n\n<div class=\"wp-block-image is-style-default\"><figure class=\"aligncenter size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"560\" src=\"https:\/\/technopolis-group.com\/wp-content\/uploads\/2020\/02\/World-map-1024x560.png\" alt=\"\" class=\"wp-image-10966\" srcset=\"https:\/\/technopolis-group.com\/wp-content\/uploads\/2020\/02\/World-map-1024x560.png 1024w, https:\/\/technopolis-group.com\/wp-content\/uploads\/2020\/02\/World-map-300x164.png 300w, https:\/\/technopolis-group.com\/wp-content\/uploads\/2020\/02\/World-map-768x420.png 768w, https:\/\/technopolis-group.com\/wp-content\/uploads\/2020\/02\/World-map-1536x841.png 1536w, https:\/\/technopolis-group.com\/wp-content\/uploads\/2020\/02\/World-map-2048x1121.png 2048w, https:\/\/technopolis-group.com\/wp-content\/uploads\/2020\/02\/World-map.png 893w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure><\/div>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><em>HEInnovate and OECD country reviews<\/em><\/strong> <\/h3>\n\n\n\n<p>The\nOECD in cooperation with the European Commission have been launching country\nreviews using HEInnovate as a framework for assessment. The studies that aim to\nsupport entrepreneurship and innovation in higher education combine\ninternational peer review with visits, surveys and workshops. Experts from\nTechnopolis Group have contributed to reviews in Bulgaria, Hungary, Ireland,\nPoland and the Netherlands. <\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong><em>Taking action using HEInnovate <\/em><\/strong><\/h3>\n\n\n\n<p>In\nIreland, HEInnovate has been used as a tool to help in the merger process of\nthree Institutes of Technology bidding to become a Technological University. As\npart of the engagement plan of the new Technological University, using\nHEInnovate was a useful way for the Institutions to work together to create a\nnew shared vision. <\/p>\n\n\n\n<p>In\nFinland, at the Lappeenranta University of Technology (LUT), HEInnovate has\nbeen used to guide the process of strategy development and to define the new\naction plan for entrepreneurship. HEInnovate was used as a common reference\nframework for discussion and, through the use of workshops, staff were able to\ncome up with action points for the plan. <\/p>\n\n\n\n<p>HEI_Hack! Porto Polytechnic gathered 49 students from each of the seven faculties to use HEInnovate during a 24-hour Hackathon. Armed with the selfassessment tool, a coach and a Business Model Canvas, students were tasked to come up with one \u201cquick win\u201d idea or decision that the President could implement.
