De evaluatie bevestigt dat de Rijkscofinanciering effectief is in het versterken van innovatie en samenwerking, maar ook dat er ruimte is voor gerichtere beleidssturing.<\/p>\n\n\n\n<p>De evaluatie toont aan dat Rijkscofinanciering:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Bijdraagt aan de innovatiecapaciteit, onder meer via investeringen in fieldlabs, proeftuinen en samenwerking tussen mkb en kennisinstellingen;<\/li>\n\n\n\n<li>Effect heeft op R&amp;D-inspanningen en werkgelegenheid bij deelnemende bedrijven;<\/li>\n\n\n\n<li>Extra financiering aantrekt (hefboomeffect) en mkb\u2019ers helpt met voorfinanciering;<\/li>\n\n\n\n<li>Weinig uitvoeringslasten veroorzaakt voor de Rijksoverheid, doordat bestaande structuren worden benut.<\/li>\n<\/ul>\n\n\n\n<p>De bijdrage aan CO\u2082-reductie is voornamelijk indirect en op termijn zichtbaar, bijvoorbeeld via de ontwikkeling van duurzame technologie\u00ebn.<\/p>\n\n\n\n<p>De aanbevelingen richten zich vooral op hoe het ministerie van EZ beter kan sturen op de inzet van Rijkscofinanciering, zodat deze sterker bijdraagt aan nationale beleidsdoelen zoals. Drie strategische opties worden geschetst:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Gerichte inzet op grootschalige innovatie-infrastructuur (bijv. campussen, fieldlabs), waarbij aandacht nodig blijft voor een evenwichtige spreiding over regio\u2019s.<\/li>\n\n\n\n<li>Opschaling van marktrijpe innovaties in het mkb, met focus op maatschappelijke missies zoals duurzaamheid en digitalisering.<\/li>\n\n\n\n<li>Regionale autonomie versterken, mits voldoende beleidsmatige samenhang wordt behouden op nationaal niveau.<\/li>\n<\/ol>\n\n\n\n<p>Daarnaast worden suggesties gedaan om de beleidsdoelmatigheid te vergroten, onder andere via betere afstemming met instrumenten als de MIT-regeling en vermindering van administratieve lasten voor managementautoriteiten.<\/p>\n\n\n\n<p>De resultaten uit deze evaluatie worden door het ministerie actief benut in de beleidsvoorbereiding voor de nieuwe EFRO-periode na 2027. De inzichten helpen om de balans te vinden tussen nationale sturing en regionale autonomie, en om de samenhang met bestaande beleidsinstrumenten te versterken. Ook sluiten de aanbevelingen aan bij de Nederlandse inzet in de onderhandelingen over het volgende Meerjarig Financieel Kader (MFK) van de EU.<\/p>\n","protected":false},"template":"","solution":[],"sector":[],"class_list":["post-61174","report","type-report","status-publish","hentry"],"acf":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.1.1 -
