Managing partner
Founder of ITD-Eu a small boutique consultancy company, he joined Technopolis Group in 2011, taking the leadership of the French subsidiary, then since 2017, he is the Managing Partner of Technopolis Group, responsible for the strategy and overall supervision of the Group and its divisions.
As consultant, for over 21 years, Matthieu is helping policy-makers and decision-makers on designing and evaluating policies, programmes and support instruments.
He has a long track-record of complex assignments on Innovation, SMEs and Industry policies: technology transfer and start-up incubation, start-ups and SMEs innovation schemes, industry transition policy support, industrial and innovative cluster development. He led several mid-term and impact evaluations of the Poles of Competitiveness and Cluster policies (and poles of competitiveness individually), working for national governments and EU institutions. He is currently conducting the third individual evaluation of the French TTOs, the so-called Société d’Accélération de Transfert de Technologies (SATT).
He also provides strategic consulting & technical assistance services to many regions to design their policies, strategies, and policy instruments to support innovation and industrial competitiveness: Smart Specialisation Strategies, regional economic development schemes, Cohesion Policy programmes since the start of the 2000-2006 programming period. He is currently the quality manager for the design and drafting of the Just Transition Plan in Region Sud (South of France) to support decarbonation of regional industries (chemistry).
Access to finance and alternative financial instruments is a central matter in his consultancy research. He did several market assessment and financial gaps analysis (start-ups, SMEs, social economy, education and skills,…) supporting decision-makers to design financial instruments and blended instruments. He regularly works with, European Commission and European Investment Bank (EIB), International Finance Institutions and National Promotional Development Banks (e.g. AfDB, IDB, Bpifrance, AFD…), and Regional Authorities. He is currently Technical Director of the framework agreement to Support the Advisory Activities of EIB – Lots 1 & 2 “Innovation” (TA20190626 R0 FWA).
Matthieu has done a good deal of work on public development aid programmes. Since the mid of 2000’s, he has conducted a number of strategic evaluation of Development Aid strategies, programmes and institutions in the field of international academic cooperation, innovation and start-ups, global health, and more recently on humanitarian aid and peace building and stabilisation process in fragile countries and state in crisis. He works for Foreign Affairs,Bilateral Development Agencies, Ministry of Finance, and Multilateral/Bilateral Development Banks. He is currently project director for the evaluation of the French contribution to the Asian Infrastructure Investment Bank (AIIB) (Treasury Directorate, Ministry of Finance), and the evaluation of the Minka Fund supporting French Development Agency in Fragile Countries (AFD).
He originally trained as a lawyer in French public law and EU institutions law (MsC Public Law).
