The Scientific Director of Technopolis Germany, Prof Dr Thomas Heimer, is a member of the Expert Council for Climate Issues. The Expert Council is a five-member body of experts and plays an important role in the implementation of the Climate Change Act.
On 19 April 2024, the Council of Experts on Climate Change was commissioned to review the 2024 projection data published by the Federal Environment Agency (Umweltbundesamt). The subject of the report is to determine whether the targets set out in the amended Climate Change Act have been met or not met for the period up to 2030 on the basis of the projection data. The overall target of a 65% reduction in annual greenhouse gas emissions in 2030 compared to 1990, corresponding to 438 Mt CO2-eq. in 2030, would just not be achieved at 455 Mt CO2-eq. according to the 2024 projection data. However, according to the 2024 projection data, the specified overall budget for GHG emissions in the period from 2021-2030 would still be met with a buffer of 47 Mt CO2-eq. In the report, the Council of Experts comes to the conclusion that the 2024 projection data underestimates the GHG emissions in the energy, buildings and transport sectors and – with restrictions – in industry. Therefore, a shortfall in the total annual emissions target for the period 2021-2030 within the meaning of the amended Climate Change Act is determined for the year 2024. The Expert Council recommends starting to draw up further climate policy measures without delay.
