Liliana Pinzón-Vargas is a senior consultant at Technopolis Group’s Colombia office, specializing in policy analysis and evaluation of projects related to science, technology and innovation, education, and green transitions. Liliana holds a Master’s degree in Sustainable Development from the University of Sussex (UK) along with a Bachelors degree in Chemistry from the National University of Colombia.

Liliana has over 10 years of overall experience. She has expertise in the application of social science research methods, including theory of change models, case study techniques and semi-structured interviews. She also has experience managing evaluation consultancy projects, including designing methodologies, planning fieldwork, supervising data collection and analysis, writing reports of findings and presenting recommendations to inform policy decisions in Latin America and the Caribbean.

Her current projects focus on major institutional clients such as the Inter-American Development Bank (IDB), British Council, Caribbean Development Bank, French Development Agency, and Global Partnership for Education. Some relevant projects she is currently supporting, are the design of a monitoring and evaluation framework for the ALEC project (Latin America for Climate Education) led by the Office for Climate Education; the Retrospective Evaluation of the “climate” policy-based loans granted by AFD to the Government of Colombia between 2015 and 2022 (ongoing) and the evaluation service to the Global Partnership for Education (GPE), particularly, the case study of El Salvador. In the past, Liliana has also participated in other evaluations for IDB, the Royal Academy of Engineering (RAeng) and UNDP programmes.

Previously, Liliana held positions at various universities and research centers in project management, grant writing support, and coordinating multi-country consortiums for innovation policy development.

Fluent in English and Spanish, she also has basic communication abilities in Portuguese. Her multifaceted research and analytical competencies inform data-driven consultancy services to governmental, non-profit, and private sector organizations.
