Dr. Florian Berger is Co-Managing Partner of Technopolis Germany and Co-Managing Partner of Technopolis Austria. He is based in Berlin and has nearly 20 years of experience in higher education, science, and innovation policy, as well as in the philanthropic sector. His focus is on research collaborations between universities and business\/society, knowledge transfer between academia and industry, and academic career paths. He has also led numerous studies on German, Austrian, and European innovation policies, particularly in the field of public innovation support (including new approaches on break-through innovations like SPRIND in Germany), regulatory frameworks in innovation systems (patents, copyrights) and other fields.<\/p>\n\n\n\n
Currently, he leads a consortium working on the 360\u00b0 monitoring of the BMFTR DATIpilot initiative, works on initiatives focused on recruiting professors and promoting gender equality in higher education (FH-Personal, Berlin Equal Opportunity Program) and co-leads a project on online IP infringements for the European Commission.<\/p>\n\n\n\n
In the past, he has been involved in various other evaluations, strategic audits, and studies on funding programmes in Germany, Austria and other countries. Additionally, he was responsible for studies on European higher education and education policy initiatives, including the European Strategy for Universities, ET 2020, and European University Alliances, commissioned by DG EAC, DG RTD, and other entities.<\/p>\n\n\n\n
Moreover, he works on digital policy topics. His work in this area includes research on a large cybersecurity funding programme in Germany, a digital technologies support programme in Austria, and the evaluation for a digital transformation think tank in Germany. <\/p>\n\n\n\n
He has also led several evaluation projects for private foundations in Germany, including the Mercator Foundation, the Volkswagen Foundation, and the Carl Zeiss Foundation. <\/p>\n\n\n\n
Florian has extensive experience in project management, ranging from small-scale studies to multi-year projects with multiple partners for national and international organizations. He has chaired and moderated various expert panels and peer-review committees and has also served as a member of audit panels in the higher education sector. <\/p>\n\n\n\n
He completed his doctorate in innovation economics at Technical University of Berlin. Before joining Technopolis, he worked at Stifterverband f\u00fcr die Deutsche Wissenschaft.
