The evaluation was conducted in accordance with Article 25 of Council Regulation (EC) No 58\/2003 and the European Commission\u2019s Better Regulation Guidelines. It assesses HaDEA\u2019s performance in terms of effectiveness, efficiency, and coherence across the management of five EU programmes delegated by six parent Directorates-General (DGs).&nbsp;<\/p>\n\n\n\n<p>The evaluation was conducted using a mixed-method, theory-based approach to ensure a robust and balanced assessment of HaDEA\u2019s performance. The methodology integrated quantitative and qualitative techniques, including a systematic review of legal and operational documents, monitoring data analysis, and a comprehensive cost-benefit analysis. Two large-scale online surveys targeted beneficiaries, unsuccessful applicants, and external experts. Additionally, semi-structured interviews were held with Commission officials, HaDEA staff, applicants, experts, and National Contact Points (NCP). The study also incorporated a retrospective cost-benefit analysis comparing actual resource use and costs with ex-ante projections and alternative management scenarios.&nbsp;<\/p>\n","protected":false},"template":"","solution":[],"sector":[],"class_list":["post-66329","report","type-report","status-publish","hentry"],"acf":[],"yoast_head":"<!-- This site is optimized with the Yoast SEO plugin v27.1.1 -
