Julien Chicot is Senior Consultant with an expertise in research and innovation policy analysis and evaluation. He supports evidence-based policymaking especially in the fields of impact-oriented, demand-side and open research and innovation policy. He has good command of data collection and analysis methods, including interviews, surveys, case studies, text mining, focus groups, literature review and descriptive statistics.
Julien has been involved in several projects for the European Commission aimed at supporting the preparation of Horizon Europe (Impact Assessment Study of the European partnerships envisaged under Horizon Europe; Characteristics and inventory of mission-oriented research and innovation initiatives and the Impact Assessment of a mission-oriented approach). He contributed also to the evaluation of EU directives (including the Directive on the legal protection of databases) and communication programmes and actions (European Destinations of Excellence).
Prior to joining Technopolis Group, Julien worked for the Joint Institute for Innovation Policy, where he coordinated large teams of technology and policy experts for the delivery of advisory services to the European Commission. Previously, he contributed, as a Policy Analyst at OECD, to the OECD Science, Technology and Industry (STI) Outlook, a flagship publication analysing trends in STI policies over the past two years.
Julien is author of several research papers which focus on the use of public procurement to stimulate innovation, as well as the engagement of citizens in the definition of the vision for mission-oriented policies.
Julien holds Master’s degrees in Political Sciences (Institute of Political Studies of Rennes), and International Law (Université Paris 2 Panthéon-Assas), as well as a PhD in economics from Univ. Grenoble Alpes. A native French speaker, he is fluent in English, proficient in Italian, and has basic knowledge of Dutch and Japanese.
