Evaluation of the Enterprise Ireland Research, Development and Innovation Programme

This report presents the evaluation of the Enterprise Ireland Research, Development and Innovation Fund (EI RD&I), commissioned by the Department of Business, Enterprise & Innovation (DBEI) in July 2019 to Technopolis Group. The evaluation was led by Technopolis Group with support from the ESRI.
This independent evaluation focused on the suite of direct financial supports to firms through the EI RD&I Programme. This study used a mixed-methods approach, comprising desk research, secondary data analysis, econometric analysis, a series of high-level interviews, online surveys of Enterprise Ireland client firms, and a programme of semi-structured interviews with Enterprise Ireland client firms.
The report examines the programmes’ alignment with the national enterprise and innovation priorities. It assesses the effectiveness of the programme in terms of its impact on the economic and innovation performance of the beneficiaries and in increasing the base of enterprises investing in R&D between 2007 and 2018. The report also examines the efficiency of the implementation procedures and compares the Fund with similar programmes internationally. A number of recommendations for future programme improvement are set out.
