Industrial Energy Transformation Fund (IETF): interim impact evaluation

Technopolis Ltd was commissioned by the UK Department for Energy Security and Net Zero, in partnership with Ricardo (now WSP), to carry out the independent interim impact evaluation of the Industrial Energy Transformation Fund (IETF).

The IETF provides grants to energy-intensive industries to invest in energy efficiency and low carbon technologies, including waste heat recovery, process efficiency, electrification, heat pumps, fuel switching and other deep decarbonisation solutions.

The interim evaluation found emerging evidence that the programme is helping firms overcome financial barriers to decarbonisation and energy efficiency, with grant-supported equipment contributing to lower energy use and carbon emissions. It also examined wider benefits, including competitiveness, learning and capability, air quality and jobs.

Using a mixed-method, theory-based approach, combining contribution analysis, process tracing and quantitative benefits analysis, the evaluation assessed not only whether outcomes were emerging, but how and why the IETF was contributing to change. 

The findings underline the importance of well-targeted public support to de-risk investment, build organisational confidence and accelerate industrial decarbonisation.
