Katre joined Technopolis Group on 2 May 2011 as a consultant and is now the Assistant Director of our Baltic office. She has 13 years of experience in managing foreign public funds in Estonia. She is experienced in strategic planning and programme management. She has been involved in building-up the Structural Funds management system in Estonia since the very beginning and recently has been managing the implementation of Structural Funds in environmental sector.

Starting in 1998, Katre gained knowledge and experience in the Ministry of Finance where she started as a manager of the ISPA environmental projects programme. Subsequently, she managed the Phare programme, which prepared projects for Structural Funds assistance. As the sole manager of the project, she drafted the Open Call Manual and launched the call, acted as the head of the evaluation committee and finally drafted the programme final report. Katre has a unique experience of negotiating the bilateral cooperation agreements with Norway and Switzerland. She has experience of building up a foreign funds management system from the ground including: the implementation procedures, monitoring, evaluation and financial set up.

From 2008, Katre was responsible for the Structural Funds management in the Ministry of Environment of Estonia. She performed as the Head of Foreign Financing Department in the ministry. She was involved in drafting the legislation, building up the implementation system, managing the personnel, providing risk analyses and advising the top management of the ministry. She has a variety of knowledge in the field of environment from building up the legal system for environmental Structural Funds assistance to a substantial knowledge, where required of specific policy areas.

Katre holds Master degree in Social Sciences from Tallinn Technical University. She has also taken Master classes of European Studies in South-Denmark University in Denmark. Currently, she is enrolled for Organisational Behavior and Psychology Master classes in Tallinn University. Katre is a native Estonian speaker and is fluent in English. She can also speak Russian and a little French and Norwegian.
