Carole joined the French office of Technopolis Group in May 2021 as a senior consultant specialised in innovation and sustainable finance. She is responsible for providing support to policy makers, national promotional banks and bilateral or multilateral development banks in identifying market failures and funding gaps, designing investment strategies for financial instruments, conducting ex-ante and ex post impact assessment of financial instruments, and supporting project promoters raising money.
Before joining Technopolis, Carole worked at the French Treasury as the deputy head of the European Financial Instruments unit. She was responsible for monitoring the European Investment Bank (EIB) and the Council of Europe Development Bank (CEB), institutions in which she sat as the alternate Director for France on their Boards of Directors. As such, she had the opportunity to participate in all the debates and decisions regarding notably the approval of major strategic decisions and investment projects.
Prior to this position, Carole held another position within the French Treasury as the deputy head of the Infrastructure and Transport unit. She was responsible for the ex-ante socio-economic analysis and financial monitoring of several major urban infrastructure projects financed by the French State. She also drafted the French methodological guide on the socio-economic assessment of public investment projects and drafted a similar guide for the Kingdom of Morocco. Carole has also taught spatial economics at Sciences Po Paris for 3 years.
Previously, after completing her Master’s thesis dedicated to the financing of French local authorities on debt capital markets, she had the opportunity to set up the financial activities and launch the funding activities of Agence France Locale, then a newly-created bank dedicated to the financing of French local authorities. Before that, Carole had the opportunity to do various internships ranging from public sector consulting at PwC Luxembourg – with a focus on the European structural and investment funds – to public finance analysis at the French National Assembly and Debt Capital Markets for the Public Sector (DCM SSA) at HSBC France.
Carole graduated from HEC Paris in Public and Private Management and from Sciences Po Paris in Public Affairs and Economics. Carole works in French and English and has a basic command of Spanish.
