Laura López Fonseca is an economist with over 15 years of experience in public policy, economic development, and innovation. She has led the design and implementation of programs and projects on competitiveness, technology, innovation, digital transformation, and R&D in Colombia and across Latin America. She has also driven initiatives to strengthen Quality Infrastructure, focusing on standardization and metrology to support institutional development in emerging economies.

She has a strong track record in international cooperation, project management, and policy advisory for government agencies, multilateral organizations, and private sector actors. She has worked as a consultant for the Inter-American Development Bank (IDB) and as project coordinator for Germany’s National Metrology Institute (Physikalisch-Technische Bundesanstalt – PTB), and has served as a public policy advisor at the National Planning Department (DNP), Colciencias, and DANE. Her key achievements include strengthening value chains in Colombia, promoting digital transformation and emerging technologies across Latin America, designing policies to incentivize R&D investment, and fostering scientific and technological capabilities.

Laura holds a Master’s in Public Administration (MPA) from the University of Potsdam (Germany) and a Master’s in Economics (MSc) from the National University of Colombia. She is a native Spanish speaker with fluent English proficiency.
