Luigi Lo Piparo has joined the Brussels based office of Technopolis Group in May 2020 as Principal Consultant and Project Manager with special focus on Green Economy, providing consulting services for project and programme management, evaluation, strategic communications, stakeholder engagement, and knowledge management. 

Luigi has over 15 years of professional experience in the management of large-scale EU-funded projects and programmes, mainly focused in the areas of environment, energy efficiency, climate change, innovation and regional and urban policy. He has overseen project delivery, quality control of delivered service, client orientation and conflict resolution. He has worked closely with institutional and private operators at European, national, regional and local level, either to find financial solutions for investment programmes and innovative projects, or to manage, evaluate, and boost the impact of those initiatives.   

Luigi co-authored the mid-term evaluation of the LIFE Programme for DG ENV, managed the Secretariat of the EU Urban Agenda Partnership on Air Quality as well as the monitoring of all the 12 EU Urban Agenda Partnerships for DG REGIO, and led the Interreg Europe Policy Learning Platform on Low-carbon economy for the INTERREG Europe programme. He also led the creation of the online Copernicus Services Products Portfolio database for DG GROW and the launch of the Assistance Mechanism for the European Atlantic Action Plan for DG MARE.  

Additionally, he carried out several analyses and studies for both EU programmes and for local authorities and assisted/represented national and regional governments for the drafting, negotiation and implementation of development programmes mainly funded under EU Cohesion policy.  

Luigi has large experience in drafting and analysing position papers on European policies, and in designing surveys and statistical analyses. He possesses deep knowledge of climate and energy policies and associated decision-making processes in the EU and its Member States, including at regional level and with the European Investment Bank.  

He holds a Master in European Politics (University of Lund, Sweden) and a MA in Political Sciences (Libera Università Internazionale degli Studi Sociali-LUISS, Rome, Italy). Luigi is also a PRINCE2™ – Project Management Registered Practitioner and has a certification in Feature Writing from the Press Association, London, United Kingdom. He is fluent in Italian (native), English and French and can work in Swedish and Spanish.
