Mateo is a consultant in the Bogotá office of Technopolis Group. He has extensive experience in research, consulting, and public policy design, implementation, and evaluation processes. In developing research and consulting projects, he has acquired strong skills in quantitative research methods. As a researcher, he has worked on projects related to industrial organisation, urban informality, poverty, and energy. His experience covers the fields of science, technology and innovation, competitiveness and productivity, and socio-economic impact assessments and evaluation.

He has also worked as a public official in the National Statistics Office and the National Planning Department of Colombia. In the first case, he designed the Government Policy on Administrative Records and Alternative Sources and the quality framework for using administrative sources for statistical production. In the second case, he was part of the coordination team for the policy formulation and legislative process components of Colombia’s National Development Plan 2022-2026, the country’s public policy roadmap.

As a consultant, his most relevant recent experience is primarily for public sector institutions in Colombia. His work includes updating the Fiscal Performance Index for municipalities and departments of Colombia, designing an implementation model for data mining in public institutions, identifying public strategies to adapt industrial sectors to new urban and rural dynamics, and evaluating the Innovation Project for Competitiveness of the Republic of Peru—FINCyT II, among others.
Mateo has a degree in Economics from Universidad del Rosario in Colombia and a master’s degree in economics from the same university. He is fluent in Spanish and English and has intermediate knowledge of French.
