Innovation Norway, the Research Council of Norway and Siva commissioned an evaluation of the Norwegian Innovation Clusters program as well as an evaluation of seven completed cluster projects. 

The main objective of the evaluation was to assess to what extent the program meets the needs of the target group, whether the operation and organisation of the program is appropriate and whether the effects are in accordance with the objectives.

The evaluation was organised in line with OECDs criteria for evaluating development assistance and structured around three main criteria: relevance, effectiveness (incl. impact) and efficiency. 

Technopolis Group’s main contribution was an international benchmark including three case studies of cluster programmes in Denmark, France and Germany.
