Evaluation of the Global Partnership for Education Knowledge and Innovation Exchange (GPE KIX) Program

Technopolis evaluated the Global Partnership for Education Knowledge and Innovation Exchange (GPE KIX), a joint endeavour with Canada’s International Development Research Centre (IDRC), in 2024-2025.
The Knowledge and Innovation Exchange (KIX) Program is an initiative to advance equitable, inclusive, and resilient education systems by mobilizing evidence, strengthening capacities, and promoting innovation among partner countries and diverse stakeholders. The evaluation of KIX employed a rigorous mixed-methods approach consisting of document and data analysis, interviews and focus groups, an online survey, and several AI focused inquiries, all validated through stakeholder workshops and exchanges. The purpose of the evaluation was to inform the GPE Board’s decisions regarding KIX’s continuation beyond 2027 and strengthen the implementation of the current programming.
Key findings indicate that
- GPE KIX has made progress toward its goal of supporting GPE partner countries in using evidence and innovation to improve equitable education access, learning outcomes, and gender equality.
- GPE KIX is uniquely positioned in the global education landscape by combining research production with knowledge mobilization and operating in often overlooked contexts
- progress is uneven across regions, with contextual factors such as conflict shaping the extent to which countries can engage with and benefit from GPE KIX.
The evaluation recommends:
- clearer roles for knowledge brokers,
- more focus on inclusion and gender equality,
- tailored approaches for fragile and low-capacity contexts,
- better planning for sustained impact, and
- strengthening links between GPE KIX components and other GPE mechanisms.
