Jonathan Puerta is a Policy Consultant at Technopolis B.V. in Amsterdam. He focuses on artificial intelligence policy, digital & innovation policy, SMEs & entrepreneurship, and international cooperation. He regularly contributes to EU-level policy evaluations, foresight studies, and to the implementation of international cooperation programmes. He is adept in conducting both quantitative and qualitative research, managing multisectoral projects, partnering with global stakeholders, and delivering reports and policy briefs to policymakers and decision makers.

He has contributed to the evaluation of the European Framework Programmes for Research & Innovation (Horizon Europe), the Digital Europe Programme, as well as to the implementation of the PILLARS project (Pathways to Inclusive Labour Markets) and different Global Service Facility (GSF) initiatives, including research on international research security, EU-Taiwan cooperation on 5G technologies and semiconductor technologies, and EU-LAC innovation cooperation. Internationally, he regularly works with the Japan Science & Technology Agency on benchmark studies on mission-oriented policy, and with the Inter-American Development Bank (IADB) on economic development projects in Latin America.
Prior to joining Technopolis, he worked as Lead Researcher for Portulans Institute and as Associate Consultant for the Inter-American Development Bank (IDB) on projects related to the impact of AI policies in businesses, and on the state of AI development and adoption in Latin America. He completed an internship at the OECD’s Science & Technology Policy Division in Paris focusing on AI diffusion and adoption in G7 countries and served as a Research Assistant at the Science Policy Research Unit (SPRU)-University of Sussex in the UK working on the impact of automation technologies in labour markets.

Originally from Colombia, he worked there at the National Industry Association of Colombia (ANDI), managing a portfolio of +5 projects about competitiveness and innovation, providing analysis of public policies, writing proposals and reports for national and regional public institutions, and coordinating stakeholders’ relationships. He also worked at the private sector for a corporate management consulting firm, conducting market research for several industries and co-designing innovation and corporate strategies.

Jonathan has a MSc in Science and Technology Policy (Distinction) from SPRU-University of Sussex (UK), where he focused on regional industrial development and AI policy and obtained his BSc in Business Administration from Universidad de Antioquia (Colombia). He has been awarded the Chevening Scholarship (2021) from the British government, the Colombia’s National Award for Young Talent (2019), and the One Young World Ambassador recognition. Currently is a Fellow of Portulans Institute where he engages in cutting-edge discussion around AI & digital policy.
He has participated as a panellist in scenarios such as the One Young World Summit, the UN Global Goals Week, the COP26, and the Unilever Future of Work Summit.

Jonathan is a native Spanish speaker and fluent in English, with knowledge of French and Italian.
