The User-driven research-based innovation (BIA) programme was established in 2005 with the objective to release the potential for research-based innovation by increasing industry investments in R&D. As part of an evaluation of the programme, the Research Council of Norway (RCN) has commissioned four analyses, including this case study analysis. The analysis is based on 20 cases, comprising a total of 33 BIA projects, of which 30 Innovation projects for the industrial sector (IPN) and 3 Knowledge-building projects for Industry (KPN). Total RCN funding has amounted to close to NOK400m. Data collection has consisted of interviews with project participants and studies of project proposals and final reports, as well as studies of project participants’ websites, utilisation of public R&D support and accounting data. The analysis was conducted between October 2016 and June 2017 by Technopolis Sweden (Faugert & Co Utvärdering).

Since the choice of cases probably represents a very positive selection, the experiences and impact that this report describes is likely not representative of the entire portfolio of BIA projects. The report should therefore only be interpreted as a partial foundation for the overall report prepared by the evaluation committee.
