Dr Holly Chard is a Senior Consultant at Technopolis. Her background is in communication and Higher Education, with over 10 years’ experience of teaching and research in in UK universities. Holly is proficient in a variety of research methods, including interviews, surveys, focus groups, case studies, desk resesarch, and literature reviews. She also has experience of project management. 

Since joining Technopolis in August 2023, Holly has worked across a range of thematic areas, while maintaining a strong focus on policy evaluation in education and communication. Holly’s recent assignments in education include a study on Building Equitable Partnerships in Africa for the British Council and evaluations on the Global Partnerships for Education’s new operating model, the Transforming Systems through Partnerships programme for the Royal Academy of Engineering, and the Centre for Transforming Access and Student Outcomes (TASO) for the Office for Students. Holly’s recent assignments in communications include evaluations of the European Commission’s corporate communciations campaigns across the EU27 (for DG COMM), the Multimedia Actions line (for DG COMM), and the European Parliament’s work with communication multipliers for the 2024 European Elections Campaign.  

Before joining Technopolis, Holly was a Senior Lecturer in Contemporary Screen Media at the University of Brighton and led various university-wide projects on widening participation and digital learning, as well as managing the delivery of a large undergraduate degree course in Film. Previously, Holly worked for City & Guilds Kineo, gaining knowledge of skills education, apprenticeships and digital learning. Holly holds a PhD in Media and FIlm from the University of Sussex and is a Fellow of the Higher Education Academy (HEA/Advance HE).
