Transition costs for Open Science in the Netherlands

VSNU requested Technopolis to map the transition costs to Open Science in the Netherlands for the upcoming four years (until 2024) and beyond, focusing on three areas: open access publications, reuse of research data for FAIR storage and supporting policy for communications, coordination, training and HR.
Most experts describe the Dutch position on open science as one with a good start in the past yet a steady but too slow progress. There are ambitions to pursue a top position in open science, as it improves the research quality.
The report reflects today’s spend on open science in the Netherlands and highlights five crucial challenges to meet the ambition for the Netherlands to be among the best:
- Lack of open science expertise
- Coordinated and better connections are necessary
- Standards are lacking
- More is needed to pursue open access
- Raising awareness is needed
The ambitions, challenges and associated actions have been used to design 3 scenarios for the short- and long-term.
