Jaime Roser is a Senior Consultant for the Brussels office of Technopolis Group, in the Research & Innovation line of work, with expertise in public policy analysis and a specialization on higher education policies. In Technopolis, Jaime has worked on different reports commissioned by the EC, including on student mobility and on the skills gap for selected industries.

Prior to Technopolis, Jaime worked in the UNESCO International Institute for Higher Education (IESALC), where he co-authored 20+ publications, including foresight studies, technical reports and policy briefs, using a wide range of methodologies, including interviews, surveys, case studies, desk research, literature reviews and statistical analysis. His research has covered a wide range of education policy topics, including inequalities between students (based on gender, income, disability, minority groups), funding mechanisms, policy monitoring and planning (with particular focus on Latin America and the Caribbean, as well as developing countries worldwide), universities’ contribution to the SDGs, knowledge transfer (university-business, science for policy), students’ mental health, academic careers, emergency preparedness and response, microcredentials, artificial intelligence, university autonomy and local engagement. Also with UNESCO, he led the development of the sustainability assessment platform for universities SET4HEI.org.

Previously, Jaime worked at the European Research Council Executive Agency. Jaime holds a Masters degree in Public Policy. He is fluent in English, French and Spanish (mother tongue).
