Jules van de Meulengraaf MSc is a Consultant at Technopolis B.V. in Amsterdam. His focus areas are sustainable economic development, innovation and green economy. Jules has strong analytical skills and extensive experience in both qualitative research methods and quantitative methods using (econometric) models.

Jules has extensive experience in evaluating policies, programmes and organisations in both the national and international context. For instance, he contributed to the evaluation of the Green Transition aspects of Horizon 2020 and the mid-term evaluation of Horizon Europe. Furthermore, Jules recently carried out evaluation of several Flemish research infrastructures, the mid-term evaluation of Circular PlasticsNL, did the policy evaluations of the DHI grant programme and the Partners in Business instrument, both Dutch policy instruments with a strong export and internationalisation aspect, and evaluated the Compete Carribean Partnership Facility of the Inter-American Development Bank.

Jules was also involved in a study for the African Development Bank on how digitalisation affects entrepreneurship. Jules currently monitors the University-Business Programme of DAAD and monitors a pilot for UNIDO (introducing circularity in the Bengali textile value chain). Jules is currently involved in the EU Mission Restore our Ocean and Waters implementation support platform (CINEA), has worked on a baseline study that investigated the status of carbon-neutrality and circularity in the North and Baltic Sea (DG RTD). In addition to that, he has worked on the topics of technology, digitalisation, science, innovation and education.

Prior to joining Technopolis Group, Jules interned at Impact Institute, where he worked on mapping and monetising the environmental and social impacts of the global value chains of MNE’s and NGO’s. Jules obtained his BSc Economics and Business Economics from Maastricht University, and his Master’s degree in Economics and Strategy in Emerging Markets from Maastricht University and United Nations University-MERIT. Jules is a native Dutch speaker, is fluent in English, and has knowledge of Spanish and French.
