Evaluation of Dutch ICT policy (2011-2015)

The Dutch Ministry of Economic Affairs commissioned Technopolis Group to evaluate 15 policy instruments in the field of e-government and ICT innovation. Examples are e-invoicing, information portals for companies, open standards, the use of ICT in public sectors, the national roadmap for ICT research, and e-infrastructures (SURF). The evaluation was a meta evaluation or policy mix evaluation as it looked at effectiveness and efficiency but also at coherence and the added value of intervention by the Ministry of Economic affairs, compared to interventions by other ministries, by the EC and regional governments. Technopolis Group conducted document analyses, sessions with policy officials responsible for the 15 instruments, interviews with independent experts and two workshops.
