Morten Rasmussen is a Partner at Technopolis Group and is responsible for the Group’s Digital Economy & Technologies Business Unit. He has over 12 years of experience in digital policy studies at both EU and national levels. Morten brings experience from EIT Digital, the European Commission, CARSA and the High-Level Group on Innovation Policy Management, providing him with a strong grounding in policy, technology and research developments across Europe. He has been involved in the management and delivery of numerous projects for the European Commission. His responsibilities include, among others, supporting digital and technology-driven innovation in businesses and public services, analysing EU and national policies, initiatives and R&I programmes in the digital technology domain, delivering technical assistance to support the implementation of digital regulations, and conducting evaluations and impact assessments.
Morten has contributed to a wide range of EU policy and digital technology studies, including the “Digital Transformation Monitor”, “Study to support the review of the Digital Decade Policy Programme”, “EU critical digital capacities deployment beyond 2027”, “Key considerations for strategic digital technologies for FP10”, “Advanced Technologies for Industry” and the “LORDIMAS digital maturity assessment tool for regions and cities”, among others. Morten is currently Project Manager for the project providing “Technical Assistance for AI Safety”, focusing on sociotechnical risk modelling and evaluation for the European AI Office. He previously supported the AI Office in the implementation of the AI Act, particularly the provisions related to general-purpose AI models. Further to this, he served as Project Manager for the DG CNECT studies “Cloud & AI” and “Edge Computing Observatory”, which monitored the uptake of cloud and edge computing for AI workloads. He was also the study lead for the Cloud-Edge-IoT technology area in two DG CNECT impact assessment-related studies for the future DEP and FP10 programmes. In addition, he acted as Deputy Project Manager for the “Impact Assessment Study for Institutionalised European Partnerships”, addressing the candidate partnership on “Key Digital Technologies” under Horizon Europe.
He also works on studies analysing and supporting the digital transformation of European cities. He served as Project Manager for the “Intelligent Cities Challenge” (Phases I and II) and was part of the core team delivering the studies “Local Digital Twins Toolbox Procurement – Advancing Initial Stages for the Transformation of Smart Communities” and “Local Digital Twins for Smart Communities”. In the past he also contributed to the JRC ELISE project on sandboxes for regional data ecosystems.
Prior to joining Technopolis Group, Morten worked at EIT Digital on digital R&D-driven innovation projects across action lines such as digital industry, digital infrastructure and digital cities, engaging closely with emerging technologies including AI, computing and IoT/IIoT. At an earlier stage of his career, he completed traineeships at the European Commission (DG Competition) and at the Permanent Representation of Denmark to the European Union. He also worked as a researcher for the High-Level Group on Innovation Policy Management, contributing to recommendations on innovation policy for the European Council and EU Member States. Morten holds a Master’s degree in European Political Economy (London School of Economics) and a Master’s degree in Artificial Intelligence for Public Services (Universidad Politécnica de Madrid and Politecnico di Milano). He recently completed a Summer School on the Law, Ethics and Policy of Artificial Intelligence at KU Leuven.
