Guillermo Larbalestier has diverse experience in policy research and evaluation. He is an economist by training skilled in applying quantitative and qualitative methods used in evaluations and impact assessments including statistical and econometric analysis of survey and secondary data, literature reviews, interviews and desk research.  

Guillermo is currently part of the study teams carrying out the process and impact evaluations of several complex research programmes and policy interventions, including the evaluations of the Freeports policy for MHCLG, the Local Policy Innovation Partnerships (LPIP) and National Capability for Behavioural Research (NCBR) programmes for ESRC, and the Transforming UK Food Systems (TUKFS) programme for BBSRC. He was also the quantitative lead in the evaluation of the Royal Academy of Engineering’s Regional Talent Engines (RTE) programme and is leading the evaluation of UK Shared Prosperity Fund interventions in North East Derbyshire (MHCLG).  

Prior to joining Technopolis, Guillermo worked as a Research Assistant at the UK Trade Policy Observatory (UKTPO) at the University of Sussex. In this role, he contributed to numerous evidence-based policy briefs to inform, evaluate, and provide recommendation on UK trade policy after Brexit. His research outputs have featured in research briefings by UK Parliament and various news media. Guillermo also provided teaching assistance in introductory and advanced modules offered to undergraduate and postgraduate students in economics at the University of Sussex. In parallel, he worked as a Consultant at the Institute of Development Studies (IDS) assisting on the evaluation of FCDO’s Private Enterprise Programme Ethiopia, Fastenopfer’s Solidarity Groups in Senegal and Madagascar, and was part of the team involved in the collection, management and data analysis of the Agricultural Policy Research in Africa (APRA) research programme.  

Guillermo obtained his undergraduate (BSc) and postgraduate (MSc) diplomas in Economics from the University of Sussex. He is fluent in English and Spanish and has a basic understanding of German.
