Orla is a Consultant on the Green Economy Team at Technopolis Group. She has a strong command of environmental policy consultancy, engaging in projects across a wide variety of subject matters (including industrial emissions, water, chemicals, air quality, green home retrofitting, carbon finance and climate change). This includes work on multiple evaluations for the UK Government, including on Non-Domestic MEES Regulations, the Heat Pump Ready Programme, the Warm Homes: Social Housing Fund and the Special Administration Regime adopted for energy provider, Bulb Energy.
Moreover, Orla has experience working on multiple EU evaluations including a fitness check of the Polluter Pays Principle, support for the evaluation of the EU Eco-management and audit scheme (EMAS) and the Evaluation of the Nitrates Directive. She has also worked evaluations for Defra, contributing to the design of the Theory of Change an evaluation of the Natural Capital and Ecosystem Assessment Programme as well as playing a crucial role in an evaluation of the Single Use Plastics Ban under the Resources and Waste Strategy for England. Part of her work in evaluating the Single Use Plastics Ban included analysing secondary survey data to extract key findings that could be used in triangulation with findings arising from the stakeholder interviews conducted for the project.
Orla is proficient in qualitative analysis. This is demonstrated both in her work conducting and analysing interviews for the Single Use Plastics Ban, but also in her work undertaking a State of the Market Review of Green Home Finance in the UK, where she delivered a large-scale interview recruitment process, conducting interviews with a variety of stakeholders in the sector, and conducted the data analysis and interview coding.
Orla’s educational achievements include obtaining an MSc in Climate Change: Environment, Science and Policy at King’s College London and a BSc in Geography at the University of Edinburgh.
