Phoebe Cuthbertson-Smith joined the UK Green Economy team as an Analyst in November 2023. She has been developing her expertise in public policy evaluation with a particular interest in environment and energy policy. Throughout her academic and professional experience, Phoebe has developed a range of qualitative research skills. She is proficient in evidence, literature and desk-based reviews, and stakeholder consultation (interviews, surveys, focus groups, and workshops). She also possesses expertise in theoretical evaluation methodologies, such as process tracing and contribution analysis. 

Phoebe has actively participated in executing numerous extensive evaluation and scoping studies concerning energy and environmental policy, energy innovation, and energy efficiency. Most notably, she is currently working on evaluations and scoping studies for the UK Department for Energy Security and Net Zero (DESNZ), including process and impact evaluations of programmes and schemes such as the Storage at Scale and the Longer Duration Energy Storage Programme and the Flexibility Innovation Programme. Phoebe is also contributing to the evaluation of DESNZ’s Social Housing Decarbonisation Fund, which supports local authorities and housing associations in decarbonising their social housing stock, and the evaluation of DESNZ’s Home Upgrade Grant which provides energy efficiency measures and low-carbon heating to low-income households. 

Previously, she worked as a Sustainability Manager for the start-up investment firm Green Investment Partners. Here, she led the research for the company’s first Impact Report, conducting an environmental, social and governance review of investee companies. Before this, she was the Operations and Sustainability Intern for the firm, providing consulting services to offer support to Fund Managers with business operations activities and contributing to the support and management of external service providers. 

Phoebe is a First Class graduate from University College London (UCL) who read Arts and Sciences: Health and Environment, focusing on environmental and social science modules. She also completed a Master’s degree at UCL in Environment, Politics and Society, which included a Research Dissertation using critical discourse analysis to examine different narratives around cobalt mining and the political-ecological dynamics of human rights abuse in supply chains of lithium-ion batteries. She is fluent in English and speaks conversational Japanese.
