Review Report of the German Greenhouse Gas Emissions for the Year 2024 and the Projection Data of 2025

The Council of Experts on Climate Change was able to retrace the calculation of the emissions data for 2024 and confirms the Federal Environment Agency’s results. It notes that the building and transport sectors will exceed the specified annual emission levels once again in 2024. In both sectors, the excess is greater than in the previous year.
According to this year’s projection data, the emissions budget set out in the Climate Protection Act for the period 2021–2030 would be met with a 81 Mt CO₂-eq buffer. However, in reviewing the data, the Expert Council concluded that the projection data tended to underestimate emission volumes up to 2030. However, the Expert Council believes that the extent of the underestimation is roughly equivalent to the margin shown in the 2025 projection data. Taking into account the given uncertainties, the Expert Council concludes, in line with its mandate, that the total greenhouse gas emissions for the period 2021 to 2030 will not exceed or fall short of the amount permitted under the Climate Protection Act. Therefore, there is no second exceedance within the meaning of Section 8(1) KSG, and the trigger mechanism for readjustment does not apply.
