Hugh is a Senior Consultant in the UK Green Economy team at Technopolis Group. He has over 8 years experience working on sustainable development, and has expertise in UK and international environmental policy with particular interest in industrial strategy, energy and climate policy. Hugh has experience across large scale renewable support mechanisms, decarbonisation and efficiency of energy intensive industries, Carbon Capture Usage and Storage (CCUS), smart grids, community energy and fuel poverty.

Hugh has delivered work across the policy cycle, including formative evaluations, process evaluations and impact evaluations as well as strategy development, results frameworks, policy analysis and policy submissions. He is proficient in best practice evaluation methods as set out in the UK Government’s Magenta Book, with particular strength in realist and theory-based evaluation and qualitative social research methods. Multistakeholder cocreation and participation are key methodological principles which Hugh utilises to leverage stakeholder expertise and buy-in.

Hugh was previously an Associate Director at Equal International – an international development consultancy and think tank working on development finance, global health and social inclusion undertaking assignments for the UK government, European governments, UN departments, the World Bank, major foundations and civil society organisations. In this previous role, Hugh managed consultancy projects and led the programme management of the organisation’s think tank and advocacy work. Hugh holds an MSc in Innovation for Sustainable International Development and a BA in Sociology both from the University of Sussex.
