Dr. Jeanne Prades is a Principal Consultant at Technopolis Group’s French office. She brings dual expertise in international cooperation and in the public policies and ecosystems of research, innovation, and entrepreneurship support, both in France, Europe, and internationally.
Since joining Technopolis in September 2022, Jeanne has focused on developing monitoring, evaluation, and learning (MEL) frameworks, as well as leading multi-level, multi-country evaluations in the areas of research & innovation and international cooperation policies. At the European level, she supports the Union for the Mediterranean’s R&I Policy Dialogue, creating a MEL framework to monitor the implementation of roadmaps in Health, Renewable Energy, and Climate Change. She has also assessed the performance of the Partnership for Research and Innovation in the Mediterranean Area (PRIMA) for its Secretariat and has contributed to evaluations of Horizon Europe’s contribution to the green transition for DG RTD. Jeanne also contributes to supporting regional cohesion policy and smart specialization strategies with DG REGIO and French regional authorities.
Nationally, Jeanne is leading evaluations and studies on research and innovation, from scientific edition and Open Science policies to France 2030 instruments (PEPR). She has also led several evaluations of support mechanisms for African SMEs and entrepreneurs, including the Digital Africa and Choose Africa Resilience initiatives for AFD and the FEF creation program of the French Ministry of Foreign Affairs (MoFA). Additionally, she co-leads a framework contract evaluation for the Crisis and Support Center (CDCS) of the French MoFA, assessing its emergency responses, such as post-Beirut explosion (2020), in Afghanistan since the Taliban’s return to power (2021), and after the 2023 earthquake in Syria.
Prior to Technopolis, Jeanne served as Corporate Officer at PSL University (Paris), facilitating partnerships between industry and research laboratories through contracts, consulting, and training programs. Jeanne holds a Ph.D. in International Relations, along with bachelor’s degrees in Arabic Language & Civilization and History. Alongside her academic career, she has lectured on International Relations and International Security at several French universities and worked for the French Ministry of Defence’s Middle East office.
